Residential Rehabilitation Assistance Program (Homeowner RRAP)
Objective
Provides financial assistance to low-income homeowners to complete repairs required to bring their homes up to minimum health and safety standards.
Assistance Available
The maximum forgivable loan will be $16,000 in southern areas of the province and $19,000 in the north. For dwellings without permanent foundations, the maximum forgivable loan is $8,000 in the south and $9,500 in the north.
Forgivable loans are subject to budget availability.
Eligibility
- The gross household income must be less than the established income ceilings (see below)
- The residence must be a principal residence
- The applicant must be the registered owner of the property
- There must be a major deficiency in one of the following areas: plumbing, heating, electrical, structural or fire safety
Eligible Repairs
Examples of eligible modifications include, but are not restricted to:
- Roof repairs
- Furnace
- Foundation or basement repairs
- Major plumbing repairs
- Major electrical repairs
Other Details
- Repairs completed prior to written authorization from Saskatchewan Housing Corporation (SHC) do not qualify
- Costs in excess of the grant are the responsibility of the homeowner
- An inspection of the property will determine repairs eligible for funding through the program
- The homeowner will be required to submit two (2) cost estimates from contractors of their choice, for each of the eligible repairs. SHC will approve a cost based on the estimates submitted. SHC does not approve which contractor is to be used.
- The homeowner is responsible for hiring and paying the contractor(s)
- Work must be completed within six (6) months of the approval date
- The applicant must continue to live in the home for five (5) years after the work is completed in order to earn the full forgiveness

The number of bedrooms refers to the number of bedrooms required to house the members of the household. It does NOT refer to the actual number of bedrooms in the residence. As an example: a single person and a couple would both have a one-bedroom requirement regardless of the size of their home.
